Clifton Scannell Emerson Associates (CSEA) have developed the scheme from inception to statutory procedures stage and acted as Designer and PSDP for this 1.5km extension of the Kilkenny Northern Ring Road from the existing roundabout with the N77 Castlecomer Road to the R693 Freshford Road, including a new River Nore crossing The engineering consultancy and design services provided include: constraints study and route selection, preliminary design, public consultation, tender of site investigation works, procurement and management of specialists, Environmental Impact Assessment and submission in late 2013 of the Environmental Impact Statement, and land acquisition by Compulsory Purchase Order.
The scheme is complex in its nature as the road crosses the River Nore and 800m of floodplain to the east of the river. Our bridge structure and multiple large culverts through the embankment on the floodplain will allow the flood water to dissipate following a flood event at the same rate and in the same manner as that which occurs at present. The scheme also runs through a cSAC, SPA and NHA. Our design minimises impact on these habitats. This scheme when completed will provide significant improvement to the strategic road network of Kilkenny and relieve traffic congestion in the city centre.
